Minutes of the meeting of Murton Parish Council held on Wednesday, 11 February 2026 at St James’s Church, Murton
Present: Chair Cllr R Clancey, Cllrs R Kettlestring, A McFarlane (Clerk), Ward Cllr M Warters plus 13 members of public
26/10 Apologies for Absence were received from Cllrs Wells, Starzinski-Armitage and Ward Cllr Rowley
26/21 There were no Declarations of Interest
26/12 The Minutes of the meeting held on 14 January 2026 were signed as a true and correct record
26/13 Ongoing Issues and action 26.13.1 Cllr Wells was investigating an alternative provider to redesign a new site
26.13.2 Police report for January - there were no incidents reported to 101
26.13.3 Parish Maps – Dr D Jenkins had copied the chosen 2 historic maps and the clerk had contacted the Vicar who was to report back after the March PCC meeting to see if it was agreed to have them displayed in the Church
26.13.4 A complaint had been received regarding unacceptable noise disturbing some residents during the night from Thompson’s feed mill. At this point the meeting was opened to residents to air their views on the matter. City of York Council had been made aware of the noise and were already investigating. The Parish Council would write to Thompsons about the concerns and asked residents to send individual complaints to CYC to help their case. Concerns were also expressed about the noise of scrap metal being moved at Wards. It was explained that there had been an increase in the amount being recycled and that the in-house Health & Safety team were already working with CYC as the firm was aware of noise issues
26.13.5 The clerk had written to organisers of the recent Yorkshire Agricultural Machinery Show about the indiscriminate vehicle parking around the village, which had resulted in 63 parking fines being issued
26.13.7 2 Buff Cottages – following renovation works a complaint had been made to City of York Council who had advised that there was nothing actionable as the buildings were not listed
26/14 There was nothing to report from Ward Councillor
26/15 Planning Matters:
26.15.1 – 26/00091/FUL – Change of use of former Bay Horse/Murton Arms public house to a café at ground floor level and 1 apartment to first floor level – there were no objections as this could be a community benefit
26.15.2 – 25/02106/FUL – Change of use of first floor commercial unit to house in multiple occupation for up to 5 occupants at Unit 2, Heritage Park – although in Osbaldwick Parish it was agreed to support Osbaldwick Parish Council objection
26/16 There were Planning Decisions received
26/17 Financial Matters:
It was agreed to pay £195.00 to Aspects (invoice 7191) for cutting back the hedge along Murton Way. The clerk advised that this cost was to be reclaimed from CYC
26/18 The date of the next meeting was agreed to be Wednesday, 11 March 2026
